Centre for Development of North Eastern Region (CeDNER)

The Centre for Development of North Eastern Region (CeDNER) formerly known as The Accelerated Learning Centre (ALC), of the Indian Institute of Management Shillong has been constituted right from the inception of the Institute and is involved in organizing both short term and long term programmes relevant to the local community and society of the state and the region .The members of the local community who may otherwise have limited opportunities for getting the latest exposure to training for skill development is provided with such opportunities by the Institute. The objective of the Institute is to respond to the local needs and make the facilities of the Institute available for the training of the local talented youths of the region. The Centre offers a unique opportunity for the young entrepreneurs, businessmen and women, business executives and officers of the region to avail of the opportunities of training in skill development in various phases of their business and entrepreneurial activity. The Centre has already offered a series of such practice oriented management courses.

The main objective of the courses is to train the participants to develop business ideas and projects which can, not only be sustainable but also relevant to the society. The Centre also aims to develop a deep insight among the participants and develop a theoretical and practical understanding of the complex set of interrelated economic, social and environmental issues by bringing out the local and hidden talents, skills and capabilities among the youth.

Courses at the Centre are specially designed to train the local youth so that they are able to avail the opportunities of the emerging business both for the development of the self as well as the society and economy in tune with the emerging market scenario. The expertise at IIM, Shillong with its focal emphasis on sustainable business, attempts to fulfill its social responsibility and imparts training through an innovative pedagogy of lectures, case studies, e-books and e-journals etc.

CeDNER by offering a broad diversity of programmes in varied disciplines of business management skills has helped participants to expand and extend their business operations and stimulate their business through management skills. Consultative Meeting on 10th February, 2020 at IIM, Shillong.

10th February, 2020: CeDNER held the second consultative committee meeting at IIM Shillong. The agenda of the meeting was to engage stakeholders from Shillong for the same agenda as mentioned above. The session was participated by various group of intellectuals from Shillong and they have contributed immensely for envisioning the future road map of the North Eastern Region.

27th of February, 2020: CeDNER held a meeting with the members of Integrated Mountain Initiative (IMI). The objective of the meeting was to explore the possibility of CeDNER working together with IMI for the development of the North Eastern Region especially in areas such as like regeneration of forest in Meghalaya, Climate Change and Disaster, Entrepreneurship Ecosystem and to engage with the legislators from different states of the region.

2019

16th November, 2019: CeDNER held a consultative meeting at the IIBM Campus, Khanapara, Guwahati. The agenda of the meeting was to engage stakeholders from various North Eastern states and create a consultative process for a proper understanding of the Gaps in the Sustainable and Inclusive Development of the region and the steps and strategies that may be adopted.

2018

1st to 31st May, 2018: CeDNER organized a One-month Training on General Management. The General Management Programme (GMP) was designed to support the youth of the region towards career orientation and to accelerate their personal and professional transformation by providing a multifunctional view of business and management.

2nd to 6th April, 2018: CeDNER organized a One-Week Training on Family Business. The program were for people who are trying to start a small business venture with support of friends or family members. The course were designed to help the future or current entrepreneurs to develop a holistic idea for business and to understand the synergistically structure of conventional family business with modern practices.

21st to 25th May, 2018: CeDNER organized a One-Week Training on Project Management Programme. This program was designed to acquaint participants with tools and techniques to develop effective and efficient project planning, implementation and monitoring systems and preparation of project reports and also to equip the participant with skills and know-how of Project formulation and DPR writing.


Brain Storming session on traffic congestion in Shillong.

5th October, 2018: CeDNER organized a Brainstorming session on the burgeoning traffic congestion in Shillong. The session was attended by key stakeholders including principals and representatives from colleges and educational institutions, retired officials, concerned citizens, representatives of commercial vehicle drivers, media fraternity, and the police department of Meghalaya among others. The stakeholders not only listed the problems but also tried to find a solution.

19th December, 2018: CeDNER organized a follow-up on the brainstorming session on the burgeoning traffic congestion in Shillong at IIM Shillong. There are various key stakeholders who took part voluntarily and contributed to the programme to come out with a possible long term solution. The stakeholders present during the session requested that the final draft of the suggestions and recommendations that was discussed during the session to be submitted to the government of Meghalaya.

2017

1st May to 31st May 2017: CeDNER organized a One-Month Training on General Management Programme. This one month program is designed to help the participants to expand their confidence to start their own venture and enhance their management skills for becoming job providers rather than job seekers.

11th to 15th September, 2017: This one week program was designed to acquaint participants with tools and techniques to develop effective and efficient project planning, implementation and monitoring systems and preparation of project reports and also to equip the participant with skills and know-how of Project formulation and DPR writing.

23rd to 27th October, 2017: CeDNER organized a One-Week Training on Retail Management. This programme is designed to suit those candidates who want to understand the art of managing a retail store. It provides a broad perspective of retail environment, customer relationship and retail operations. CeDNER submitted the draft on the North East Tourism Policy to Director with Prof. Achyanta Sarma as the Team Leader.

7th to 11th March 2016: CeDNER organized a Five-Day Training on Project Management Training for Engineers involved in project implementation, maintenance in the North Eastern States, sponsored by DoNER. The Program intension was to provide a broad project management perspective to the administrative officers/Engineers/Project In-charge of state who are responsible for project planning, formulation, implementation, and evaluation.

14th to 18th March 2016: CeDNER organized a Five-Day Training on Innovative Financial Mechanism in the North Eastern States in the context of Managing Urban Infrastructure, Transport and Tourism, sponsored by DoNER. The main objective of the program was to enhanced financial awareness among the stakeholders about urban infrastructure projects covering water & sanitation, solid waste management, hospitality, transport, medical, transport and tourism sectors, etc. in the Region.

4th to 8th April 2016: CeDNER organized a Five-Day Training on Scenario Building: Strategizing for the North East, sponsored by DoNER. This programme was aimed to provide participants with an overview of the managerial concepts from varying domains of finance, operations, human resource and marketing from a strategic perspective.

4th to 31st May 2016: CeDNER organized a One-Month Training on General Management Programme. The training programme was designed to help unemployed educated youth to build a business-wide perspective to prepare them to venture into entrepreneurship and start their own business; and for the self-employed was to help them to understand and analyze the present business opportunities in North-East.

6th to 10th June, 2016: CeDNER organized a One-Week Training Programme on Tourism and Hospitality Management. The programme was designed to help those who seek their career in the Tourism and Hospitality sector in developing the management and entrepreneurial skills necessary to work in establishments related to the tourism factor and also to give the knowledge and ability to develop marketing strategies based on a practical business plan.

22nd to 26th August, 2016: CeDNER organized a One-Week Training Programme on Family Business. The programme was designed to help the participants to understand the synergistically structure of conventional family business with modern practices. The main objective is to help the family business grow harmoniously and professionally.

12th to 19th September, 2016: CeDNER organized a One-Week Training Programme on Project Management. The Programme was intended to provide a broad project management perspective to the participants who are responsible for project planning, formulation, implementation, and evaluation.

21st October to 21st November 2016: CeDNER organized a One-Month Training on General Management Programme. The training is designed to support the youth of the region towards career orientation. It would accelerate their personal and professional transformation by providing a multifunctional view of business and management. The program will provide a deeper understanding of how to analyze and capitalize the business opportunities that emerge in any economic environment.

2015

14 February, 2015: PGPEx students in collaboration with CeDNER organized a one day event “We Care”, a charity event for the benefit of the society. The theme of “We Care” 2015 is “Humantine—Spreading Smiles, Sharing Happiness”. The event aims at providing for the basic needs and other necessary equipments of the differently abled people of Roilang Vocational Training Center, Laitumkhrah. Donations have been collected from all the stakeholders of IIM Shillong for the same.

24th February 2015: CeDNER organized a Special Lecture on “Doing Business in North East” by Mr. Ranjit Barthakur at IIM Shillong on. Participants from the North Eastern states were present on that day. The lecture was attended by 70 participants which includes PGP students, Faculty and Officers of IIM Shillong, and representatives from all the north eastern states. In his lecture, Mr. Ranjit Barthakur talked about the strengths, weaknesses, threads and opportunities of the North Eastern Region. He also touched on the pros and cons on doing business in North East Region and reiterated the opening of north east market to the surrounding markets.

25th February, 2015: CeDNER organized a Discussion Forum on “North East Tourism Connectivity” at IIM Shillong. Participants from all the Eight North Eastern states were present on that day. Mr. Ranjit Barthakur, Mr. P. K. Dong and Mr. S. Khyriem were the expert during the discussion. The main objective of the program is to (i) Identifying and tapping the tourism potentialities, (ii) Tourism as a source of livelihood, (iii) Developing and improving tourism infrastructure in the areas of transport, communication, power, water supply, etc. across the region, (iv) bridging the gap between the conceptualization and actualization of the tourism policies of the north eastern states, (v) Timely utilization of central funding and completion of projects (vi) Launching of a North East Tourism Connectivity Network, (vii) Increasing footfall of Tourist in the north eastern Region. The Target Groups are Tourism departments of the State Governments of the eight states, Individual tourism promoters of the eight states, NGOs and youth organizations dealing with tourism schemes/projects.

13th to 16th July, 2015: CeDNER organized a Four-Day Training on Capacity Building for Officers of Commerce & Industries, GOM at IIM Shillong. The Programme is titled as Entrepreneurship Orientation and Business Management. The training covered areas as economics of entrepreneurship, marketing, finance, operations management, human resource, sustainability, communications, and ethics. The main objectives of the Programme are promoting entrepreneurship; successful entrepreneurship; rehabilitation of sick units; Innovative and sustainable entrepreneurship. The training program was sponsored by Director of Commerce and Industries, Shillong.

14th to 24th September 2015: CeDNER organized a Ten-Day Training on Project Management. The training covered areas as operations management, strategies, finance, IT, marketing, human resource and economics. The main objective of the program is to provide a broad project management perspective to the Contractors/Project In-charge of state who are responsible for project planning, formulation, implementation, and evaluation.

2nd November to 2nd December 2015: CeDNER organized a One-Month Training on General Management. The training covered areas as human resource, operations management, strategies, marketing, finance, IT, sustainability, economics and ethics. General Management Programme (GMP) is designed to help unemployed educated youth to build a business-wide perspective to prepare them to venture into entrepreneurship and start their own business.

2014

22nd to 26th September 2014: CeDNER organized a Five-Day Training on Capacity Building for Officers of Commerce & Industries, GOM at IIM Shillong. 2013

26th to 30th November 2013: Five – Day Leadership Training Programme for School Principals/Headmasters/ Education Officers of Meghalaya financed by State Education Mission Authority Mission (SEMAM), Education Department, Government of Meghalaya.

February 2014: In-Depth Study of Low Credit: Deposit Ratio in Meghalaya. A Study on Meghalaya Building and Construction Workers’ Social Security Schemes. ‘We Care’ programme organised by PGPEx13, IIM Shillong to provide for the basic needs and other necessary equipment to the Mercy Home, a home of the lonely elders.

2012

6th of February 2012: The Azim Premji Foundation (APF) team visited the IIM Shillong. The team also made a visit to two colleges, K. C. Das Commerce College and Pandu College in Guwahati on the 8th February 2012. The APF visit to IIM Shillong and the two colleges in Guwahati was made as part of the APF mission to reach to the North Eastern Region. The objectives of the visit were to intellectual engage with the educational institutions of the North East India; to create an awareness about the Azim Premji Foundation and the Azim Premji University amongst the faculty members, students and other members of civil society in the North East; and to discussed about the details of admission procedure, courses and scholarship opportunities of the Azim Premji University with students who may be interested.

13th February 2012: A workshop on Modernization of Educations for the Principals and Heads of Schools was jointly organized by CeDNER, IIM Shillong and HCL Infosystems Ltd. at Don Bosco H. S. School, Dibrugarh. The workshop was attended by 65 Principals and Heads of Schools, and 21 schools representatives. The main objective of the workshop was to equip the Teachers with technical skills to making classroom learning effective, interactive and interesting.

2011

CeDNER had conducted a Two-Day Programme on Effective Judicial Administration for the judges of the Guwahati High Court. There were altogether 20 Magistrates and Judicial Officers from the different part of the north eastern states who had actively participated in the program. The basic idea behind this program was to improve the skills, enhance the knowledge, and to bring functional and attitudinal change among the judicial officers in improving judicial administration. The main objective of the Course was to introduce new concepts, skills and methods appropriate to a modern judicial system; and to bring about the necessary reforms in the management, planning and administration of the courts to make disposal of cases expeditions, efficient and effective.

For the first time IIM Shillong in collaboration with the Ministry of DONER, GOI organized two six months course for the prospective as well as the existing entrepreneurs of all the states of North East India. A batch of 30 youth in each course were trained by the faculty members of the Institute. The Course was totally free of cost for the candidates. Equipped with managerial skills, Most of these youths have stared enterprises of their own in the region.

21st September 2011: To address the low employability rate of north east youth, IIM Shillong in collaboration with HCL Infosystem Ltd. organized a Round Table Discussion with the North East States’ Representatives at Brahmaputra Ashok hotel. Bureaucrats, Academicians, Industrialist, NGOs and other government officials participated in the event. The program had representatives from all the seven states of the North East, Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura. The employability issues were discussed at length across the table.

2010

9th April to 21st September 2010: A Six Months Certificate Course on Health and Hospital Management Program was organized as part of the Institute commitment to North East under the aegis of CeDNER from. The course curriculum was developed in consultation with the management professionals of IIM Shillong; keeping in view the challenges of Health Care Services so as to equip the Hospitals professionals and operational efficiency and recourse utilization. The syllabus was comprehensive by taking a cue from Post Graduate Programs in the discipline conducted at Apex Institutions like A.I.I.M.S, P.G.I Chandigarh and others. Thirty candidates were admitted to the program on the basis of their qualifications.

23rd July 2010: A Round Table Meet on Improving Traffic System in the Shillong City was organized by CeDNER. Altogether 38 participants from various Government Department viz. Traffic, Police, Transport, Municipal Board, Urban Affairs, PWD, Housing, Planning, Environment, Pollution Control Board, Tourism and Civil Society Organization, Rangbahshnong have actively participated and contributed their valuable inputs to the discussion in order to come out with the possible solutions and action points.

9th February 2010: To improve leadership and management capability among the leaders of NGOs, CeDNER organized a One-Day Program on Leadership Development. The program dwelled at length on the challenges and difficulty on being an effective leader as it involves setting the right goals, communicating ideas, and delivering results. The program witnessed 22 leaders from across section of NGOs.

2009

5th February 2009: IIM Shillong organized a group discussion of Principals of Colleges in Meghalaya on Challenges in the Field of Higher Education. During the discussion, a software based video conference was held using Intellisys Vennfer software. About 25 Principals and Head of Institutions attended the program.

In the year 2008-09, IIM Shillong offered six months Certificate Course on Retail Management (CRM) which aim at molding the young talented youths of North East to participate in the service sector. A group of 34 students had passed out of this Course and the certificates were given to them on the 9th of March 2009.

22nd and 23rd September 2009: With the purpose of “inclusive growth and a commitment towards social responsibilities, CeDNER conducted a Two - Day Management Program for Local Entrepreneurs and Promoters of Entrepreneurial Activities. The program familiarized and enhanced the skill levels of the small and marginal entrepreneurs involved in sectors like horticulture, floriculture, traditional handcrafts and handlooms, tourism scientific farming, animal husbandry, local dairy products, bakeries etc. The program could also throw lights to the participants on expanding, refining and increase profitability of their units through the well-researched tools, case studies, class lectures and business solutions provided in the program.

October 2009: IIM Shillong launched its first six months Certificate Sports Management Program under the aegis of the Centre for Development of the North Eastern Region (CeDNER). The Course ran from November 2009 to May 2010. The course focused on providing and equipping the students with detail information on the areas of sport event management, sports marketing and sponsorship sales. A total of 20 students from across the north eastern states successfully completed the program.

2008

22nd July 2008: IIM Shillong organized its first program on an Itinerary for the NGO Meet on Community Development Program. About 40 Representatives of 30 NGOs participated in the program. The representatives of the NGOs interacted with the students in the afternoon session.

2nd September 2008: The second program offered by IIM Shillong was on Sustainable Enterprise and Retail Management (SERM). A group of 28 participants had passed out the program on 20th March 2009. SERM focused on bringing people together to learn how to make their business ideas and ventures organizations and the world as a whole more environmentally, socially, and economically sustainable.

National Education Policy, 2020



A One Day Lecture Series on the “National Education Policy, 2020” was held on 19th September, 2020 at 10.45 AM on virtual platform.

Around 100 Participants from various Colleges/Schools/Academic Institutions (Principals/Headmasters/Teachers) etc. across the Country participated in the Online Series.

Taking cognizance of this very important development in the education scenario of our country in light of the new National Education Policy 2020, the Centre for Development of Northeastern Region (CeDNER) on 19th Sept, 2020 organised a one-day web discussion on National Education Policy with special focus on School Education. The National Education Policy 2020 is the first education policy of the 21st century and aims to address the many growing developmental imperatives of our country.

Noted speakers in the web discussion include Prof. B.R. Dkhar, Dean (Research) NERIE, NCERT, Prof. Subhas Chandra Roy, HoD (Fabrication) and Shri. Atul Kulkarni, Member BoG of IIM Shillong in presence of the Institute Director Prof. D.P. Goyal, and discussion moderator Prof. Sanjeeb Kakoty, Chairperson of CeDNER.

Online Masterclass on Healthcare Management



IIM Shillong, Centre for Development of North Eastern Region (CeDNER) in association with Consortium of Accredited Healthcare Organizations (CAHO) organized a 5 day Online Masterclass on Healthcare Management from the 3rd to the 7th of October, 2020. The focus of this program was to prepare the participants for an understanding on the concepts of Management across different verticals of Healthcare and for better and safer delivery of healthcare services. The association of CAHO was a big value addition to this program in terms of the technical resources and both the institutes have agreed on principles to jointly organize more Healthcare Management programs in future.

The program was inaugurated by Prof. D P Goyal, Director. IIM Shillong. In his inaugural speech, Prof. Goyal stressed the need for qualified healthcare managers in the country for seamless patient care delivery. Dr. Vijay Agarwal, President of CAHO in his speech highlighted the need of Healthcare Management as an integral part in the system and also for implementing patient safety practices in the hospital.

The program was attended by participants from different parts of India and also neighboring countries like Nepal and Bangladesh. It was supported by renowned speakers from leading hospitals and professional organizations: Dr. Narendranath V (M S Ramaiah Hospitals, Bangalore), Dr. Sanjeev Singh (AIMS, Kochi), Dr. Chacko Jacob (IIM Shillong), Mr. Sivaramakrishnan (Sincere Syndicate, Chennai), Prof. Sanjeeb Kakoty (IIM Shillong), Mr. Vinod K B (Rajagiri Hospitals Aluva), Dr. Animesh Acharjee (University of Birmingham, UK), Mr. Rajib Karmakar (Philips Healthcare), Dr. Lallu Joseph (CMC Vellore), Dr. Girdhar Gyani (AHPI, India).

The program was conducted under the leadership of the Chair of CeDNER Prof. Sanjeeb Kakoty, who has to his credit of successfully designing and implementing many Courses at IIM Shillong, for the various sectors. The Masterclass program was designed by Dr. Jeet Patwari, a Healthcare Management Professional, who had earlier designed other programs at IIM Shillong and was the coordinator for the program along with Dr. Biplab Bhattacharjee.

Around 200 Participants participated in the Programme.
